Structuring Plan

In response to a planning condition at Whitehill & Bordon, we have pioneered the development of the ‘Structuring Plan’. This innovative tool sits between the consented hybrid planning permission and the suite of Reserved Matters Applications (RMAs), providing a flexible interface, allowing for reinterpretation of planning parameters (within the scope of the Environmental Statement).

This has led to changes including:

• Change to school locations
• Amendment to arrangements and content of public open space infrastructure and creation of additional facilities
• Modification of site densities
• Updated town centre masterplan strategy

Our work has been recognised in the 2024 National Planning Awards where UPL was a finalist in the category of achieving accelerated housing delivery for our work on the Structuring Plan.
